An Encroachment Permit is required whenever construction work or certain activities take place within a Yuba County public right-of-way. This includes work performed by residents, contractors, utility companies, businesses, developers, public agencies, and other organizations. An encroachment permit helps ensure that work or events within the public right-of-way are completed safely and in accordance with County standards, protecting public infrastructure and minimizing impacts to the traveling public.
Note: Encroachment Permit does not replace or eliminate any permits or approvals that may be required by other local, state, or federal agencies. You are responsible for obtaining all applicable permits before work begins.
Types of Encroachment Permits
There are different types of encroachment permits and the fees and required supporting documentation vary by type of permit. Please refer to the information included below to ensure your application is processed as efficiently as possible.

You may need an Encroachment Permit if you are:
- Excavation or trenching
- Utility installation or maintenance
- Driveway or sidewalk installation or replacement
- Sign, post, or fence installation
- Placement of equipment or structures within the right-of-way
- Vegetation planting or trimming within the right-of-way
- Temporary placement of materials or equipment on a public street or sidewalk
- Other work within, under, or over the public right-of-way
Examples of events that may require a permit include:
- Neighborhood block parties
- Walkathons, marathons, and bike races
- Parades or marching band reviews
