Yuba County and its consultant is currently advancing the design of transportation improvements along Linda Avenue and Dunning Avenue. The project is in the 65% design phase, and we are currently seeking grant-funding for the construction phase.

What is this project?

The Linda Avenue and Dunning Avenue Safe Routes to School Project will construct physical improvements to improve safety and make it easier for kids to walk or bike to school. Currently, the project is advancing through the design phase and is 65% designed. The design is anticipated to be complete in 2027, and Yuba County is actively seeking grant funding for construction.

Why we're doing this project and background

Over the past decades, the unincorporated community of Linda developed in a piecemeal fashion. As a result, many of the roads lack sidewalks, bike lanes and drainage facilities. In many places, including Linda, the lack of continuous pedestrian and bicycle facilities can make everyday trips less safe. Sidewalks may end unexpectedly or do not exist, bike routes may not be clearly defined and walking or biking to school can require travelling along roadways that were not originally designed for all users. When a transportation system develops in pieces over time, it can create barriers for students, families and residents who rely on walking, biking or transit.

Existing corridor conditions

Current roadway conditions vary throughout the corridor and include areas with incomplete sidewalks, limited bicycle facilities, narrow shoulder areas and drainage conditions that can affect pedestrian access. There is an average ~4,000 total daily trips on both corridors.

  • Linda Avenue: A key route to Linda Elementary School, lacks continuous sidewalks, bike lanes, and curb and gutter. Shoulder widths are often under 4 feet, creating gaps in safe access along this two-lane corridor.
  • Dunning Avenue: This road serves Linda Elementary School, has sidewalks that end abruptly and lacks continuous bike facilities. Sidewalks, curb, and gutter are mostly present near the school, but gaps remain along the corridor, with many areas also experiencing localized flooding.

Safe Routes to School Improvements

Planned corridor improvements

The current project design includes a combination of pedestrian, bicycle, roadway and drainage improvements such as:

  • New sidewalks, bike lanes, and ADA-accessible curb ramps
  • Traffic control devices
  • Curbs and gutters and drainage improvements
  • New striping and roadway rehabilitation

Improvements may vary throughout the corridor based on roadway width, drainage conditions, utility coordination and existing roadway constraints.

Conceptual roadway layouts

The project will add dedicated spaces for people walking and biking while improving access and safety near schools and neighborhoods. Dunning Avenue is proposed to maintain on-street parking while adding separated bike and pedestrian space. Along portions of Linda Avenue, the existing roadway shoulders are narrow. To create continuous sidewalks and dedicated bike lanes, roadway space will be reconfigured to support safer walking and biking connections. Driveway access will be maintained as part of the improvements.

The roadway sections shown below illustrate typical roadway layouts currently included in project design. These exhibits illustrate the current design concept and do not represent final construction plans. Final roadway configurations may continue to be refined during final design development.

What improvements are happening near Linda Elementary School?

Improvements currently included in the design near Linda Elementary School intend to improve pedestrian visibility, sidewalk continuity, bicycle connectivity and drainage conditions within the school area.

Funding status for Linda Avenue and Dunning Avenue Safe Routes to School Project

  • The project is grant-funded by the Regional Surface Transportation Program, along with local funds. The estimated $893,000 grant-funds are supporting the current phase of work, which is the design phase.
  • Currently, there is no funding to complete the next phase (construction). 
  • However, Yuba County is actively seeking grant funding to construct the project. When funding becomes available, construction could start as early as 2027 or 2028.

What's next?

  • We will continue advancing the design.
  • We will share another update with the community.as we get closer to finalizing the design around late fall/early winter 2026.
