The County Administrator operates under the direction of the Yuba County Board of Supervisors, providing administrative support and implementing its directives with regard to Board agendas, meetings, resolutions, policies, legislative decisions, and constituent services. The County Administrator is also responsible for day-to-day operations of county departments, which includes providing management assistance.

Responsibilities

Each year the County Administrator's Office works with all County departments to prepare the recommended County budget, a document that is used as a planning tool to provide the Board of Supervisors with information needed to assist them in policy and public service decision-making. The budget process involves multiple planning sessions, developing budget instructions and coordinating necessary financial information needed by departments. The County Administrator staff then monitors monthly expenditures and revenues, as well as produces quarterly reports and the mid-year budget report.
Another important ongoing responsibility of County Administration staff is to ensure Yuba County has a voice in the process of developing State laws and policies. Staff accomplishes this by working through our state lobbyist, the California State Association of Counties, Regional Council of Rural Counties, Sacramento Area Council of Governments, and others, advising the Board and coordinating support or opposition positions.
The County Administrator is also designated as the Director of Emergency Services, with day-to-day emergency services activities managed by the Emergency Operations Manager and staff.

The County Administrator’s Office oversees efforts related to Economic Development. The County contracts with the Yuba-Sutter Economic Development Corporation to proactively promote the local business environment, including coordinating with our business constituent base, working with prospective businesses and working to retain and recognize local businesses that contribute so much to our community. A Yuba County-specific effort -- the Yuba Enterprise Solutions team -- is also active in supporting businesses.
The County Administrator’s Office coordinates communications to keep residents, employees, and stakeholders informed. Through media relations, public information efforts, and social media engagement, the office proactively shares timely and relevant information about County programs, services, initiatives, and decisions.

A number of additional responsibilities cross the County Administrator’s desk on a regular basis, including monitoring of the Regional Waste Management Authority franchise agreement, Public Defender contracts/monthly statistical reporting, bi-county agreements, labor relations, contract assessments, workforce development, financing of capital projects, and coordination with regional leadership on efforts that extend beyond Yuba County government (numerous special districts, nearby counties and cities, State offices, etc.).
